John - Independent agents have the ability to contract directly with most health insurance carriers. You also could check into TPA's and Brokers who work with groups. The companies that we (marketing org) do business with will NOT contract independent agents. Agents must go through a distribution channel or sometimes referred to as a wholesaler. Hope this helps
